"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.
Don't forget, restraints can bring out the creativity in you!

I saw your comment on Maybe i could help you ^^to make that glow you only have to go on the layer you want to make it glow and play with the settings from blending options, outer glow. ^^ you can set the color of the glow, the intensity, etc.
As for the effects on the skin, i think she uses : image-> adjustments ->levels/color balance/ brightness&contrast OR layer ->new adjustment layer -> any of the other adjustments.
