Maybe i could help you ^^to make that glow you only have to go on the layer you want to make it glow and play with the settings from blending options, outer glow. ^^ you can set the color of the glow, the intensity, etc.

As for the effects on the skin, i think she uses : image-> adjustments ->levels/color balance/ brightness&contrast OR layer ->new adjustment layer -> any of the other adjustments.
